Sedimentation Tank Inputs and Outputs

The Sedimentation Tank program is comprised of six algorithms that calclulate:

Influent Sed Manifold
Sludge Drain
Inlet Channel
Exit Channel
Launder
Lamella
Pipeframe

These programs were moved to one file, Sedimentation Tank, for easier access to codes that draw parameters within the sedimentation tank and also for easier debugging.
