To set permissions on Tableau Dashboards for a particular permissions group (e.g., FBO), you must change the permissions in the two "3-dot" dropdowns highlighted below in yellow. In other words, you must resassign the user permissions in the functional area folder where the dashboard lives as well as on the dashboard itself. The folder is just a name. The user permission groups must still be assigned when you publish or republish dashboards.
