Licenses - Thorough testing of how we can interact with licenses entered at CE.

• can there be any local aspects of a CE license (different scanned license URLs, patron access categories, etc...)
• is there value in entering all or most licenses at CE, then linking or copying?

Contacts - current assumption - Keep all contacts at consortial edition, attach to resources, etc... as appropriate in consortial or local level
