Ownership of chemfac, chemstaff, chemacadstaff, chempostdoc, and chemvissci as CIT knows it is Kevin Ashman, but all decisions about a list should go to the owner as limited below, not Kevin. This is per discussion with Michael Lenetsky on 5/8/2017.

Key to columns

• Admin: Add/remove means you can have full access to the Administrative Web Interface and see users and change membership, including , and agrees to limit your changes to add/remove .members and to NOT change ownership or submitters
• Admin: Settings means you can have full access to the Administrative Web Interface and , agrees to NOT add/remove members but does make setting changes and help trace problems.Bypass (keep term or replace?) means email sent from that people immediate goes to the list members( owners, submitters ) upon the request of the owner and serves as primary technical support for the list.
• Receive is only noted for exceptions to the general (presumed) population of the list.
